The management committee drives the strategic plans, policies, approvals and oversight.

The sub-committees are technocrats in related fields for on-site supervision and evaluation of the quality of work. The secretariat executes approvals, disburse finances and document project details.

CEMCS supervises construction  through the technical committee and other sub technical groups that supervise and evaluate the different phases of the construction to achieve the management strategy, societal and subscribers goals.

The sub-committtees roles end with the completion of infrastructure.

A Management Committee is inaugurated thereafter to manage the Estate development and occupation.
